Hi, here in the Philippines, we do have government issued discount for Senior Citizen & PWD wth its own supported ID. Is it possible to create a discount when the country is equal to the “Philippines”, upload a picture of their senior citizen or PWD ID, and the rate is in percentage?

Unfortunately, there is no plugin functionality that allows you to create location-based discounts and apply them only when people from a certain location upload their IDs. In this case, as a workaround, you can create some kind of banner or a pop-up to say that if they book from the Philippines, they can contact you (or a website admin) and provide IDs to get a coupon code, which they later can apply to their bookings at checkout to get a discount.
