Is there a filter to allow HTML in the paragraph field? It would be nice to have outside links for more information and also the ability to bold/underline text.

Unfortunately, there is no option to allow HTML in checkout fields at the moment. We do have such a feature request and I have added your up-vote to it as well. In case there are more requests from other users, we might consider adding such a possibility in one of the plugin future updates.
