Would this work for a motel that has 4 different type of rooms to choose from. Do i need to purchase the hotel booking plugin separate from the theme?

Sure, you can create an unlimited number of room types and rent them.
You can test the full functionality of the booking system by registering a personal back-end demo here And here are a few video tutorials that will help you work with the demo.
Also, the Hotel Booking plugin is already inbuilt to the Mountainview theme.
